The online pre-application process for PACS is evolving Published on June 16, 2026 - Service Public / Directorate of Legal and Administrative Information (Prime Minister)
In certain municipalities, you can submit a pre-application for PACS online. This allows you to save time on administrative procedures on the day you register your civil solidarity pact (PACS) at the town hall. This pre-application process has recently been updated.

A PACS can be registered:
- at an embassy or consulate, for people living abroad.
For PACS registrations at town halls, it is possible in some municipalities to submit a pre-application online. This allows you to gather all the necessary information and documents in advance, thereby saving time on the day of your PACS registration.
To find out if your municipality allows you to submit a PACS pre-application online, you can log in to the pre-application online service (login via your Service Public account or via FranceConnect).
The first step involves indicating the city where you have established, or will establish, your joint residence with your PACS partner; this is the city where you must register your PACS. You will then be informed whether the town hall of that municipality allows you to submit a pre-application.
The online PACS pre-application process was updated on June 9; the goal is to make this process clearer and easier to complete than before. The new version notably allows you to:

download a PACS memo upon completion of the process (this document includes the various tasks you need to complete for your PACS registration, as well as a personalized list of documents you must present at the town hall to register your PACS);

receive guidance throughout the entire process, including help in correctly drafting your PACS agreement and your sworn statements of non-kinship, non-marriage, and joint residence.
What are the steps for a PACS pre-application?
When submitting a PACS pre-application, you must:

log in to the PACS pre-application online service, via your Service Public account or via FranceConnect;

fill out the form (information is requested about both PACS partners);
-
upload your birth certificate and/or that of your partner, if necessary (you do not need to provide a birth certificate if your PACS registration municipality can access your civil status data from your birth municipality);

submit the pre-application;
-
download and print the PACS declaration form (and the standard civil solidarity pact agreement template, if you chose to use this form);
-
obtain the list of any other supporting documents potentially required for your PACS file.
After submitting your pre-application, if your file is complete, the town hall will contact you to schedule the date for your PACS registration.
If your file is incomplete, the town hall will indicate which documents you still need to provide. Once your file is complete, the date for your PACS registration can be set.
On the day of your PACS registration, you must bring:

a valid identity document;
-
your PACS agreement, signed by you and your partner;

the original copies of your supporting documents (if required).
