CAF, APL, and Aid for Students and New Arrivals: The Concrete Step-by-Step Process

The Reality — APL, the aid many newcomers miss

APL (Aide Personnalisée au Logement or Personalized Housing Allowance) is the primary housing assistance in France. It is paid by the CAF (Caisse d'allocations familiales or Family Allowance Fund) directly to the tenant (or landlord), and can amount to €180–€250 per month for a student studio in the provinces, sometimes more in Paris.

Bad news: the CAF won't chase you. You must open your file yourself, in the correct order, with the right documents. Many international students spend their first year without APL "because they forgot" or "because they didn't know." This guide helps you avoid that mistake.


Step 1 — Who is eligible for APL as a foreigner

APL eligibility does not depend on nationality, but on your valid residence permit. In practice:

  • Europeans (EU/EEA/Switzerland): eligible without conditions, upon arrival.
  • Non-European students with validated VLS-TS: eligible once OFII validation is complete.
  • Non-European employees with a residence card: eligible.
  • Refugees and subsidiary protection beneficiaries: eligible.
  • Tourists, short-stay visitors, asylum seekers at the start of the procedure: not eligible for APL (but may qualify for ALS via the 115 emergency service).

Common conditions: you must be the tenant of decent housing (≥ 9 m², with bathroom and kitchen), be named on the lease (or in a declared sublease), and pay rent.

💡 Shared housing (colocation) is eligible: each roommate opens their own file for their share of the rent, provided all names are on the lease (or a shared housing addendum).


Step 2 — When to apply for APL: the "calendar month" rule

APL starts on the 1st day of the calendar month following your application. Therefore:

  • If you move in on August 25, submit your application before August 31 → APL paid starting September.
  • If you wait until September 5, you lose September → APL paid starting October.

This is the most important rule. Schedule this task during your moving week.


Step 3 — Create your online CAF account

Everything goes through caf.fr. The process:

  1. On the homepage, click "Mon Compte""Je crée mon espace".
  2. You will receive an allocataire number by email (keep it for life).
  3. Log in with your allocataire number + password.
  4. Go to "Aide au logement""Faire une demande" → run a simulation, then submit the final application.

For the simulation, you need:

  • Your monthly rent excluding charges.
  • Your income from the last 12 months (or your parents' resources if you have no income).
  • The type of housing (student residence, university dorm, standard rental, shared housing).

Step 4 — Documents to upload

Here is the 2026 checklist for a student tenant:

Identity and Residence

  • ID document (passport, identity page + visa page).
  • OFII Validation Certificate (PDF from the ANEF portal) if non-European.

Housing

  • Signed lease (all pages).
  • Rent receipt or landlord's certificate (≤ 3 months old).
  • Bank details (RIB) for your bank account (not your parents').

Resources

  • If you have income: last 3 payslips + employment contract.
  • If you are a scholarship holder: CROUS certificate.
  • If you live off your parents' money: sworn statement + parental resources from N-2 (CAF requests the 2024 tax notice in 2026).

School Enrollment

  • School enrollment certificate for the current year.

Social Security Number

  • Mandatory. If you don't have one yet (pending assignment by Assurance Maladie), you can submit the CAF application without it, but your file will be put on hold until the definitive number is received.

Step 5 — How much you will receive

APL depends on 3 main parameters: your rent, your income, and the geographic zone (Zone 1 = Paris/Île-de-France, Zone 2 = large cities, Zone 3 = rest).

⚠️ Since 2021, APL is calculated in real-time based on your resources over the last 12 months and revised quarterly. A summer job paying €1,500/month will reduce your APL the following quarter.


Step 6 — Other CAF aids often forgotten

ALS (Allocation de Logement Sociale or Social Housing Allowance) If you are not eligible for APL (non-conventioned housing, unapproved private dorm), you may receive ALS, calculated similarly. The CAF automatically switches to ALS when APL is not possible — you have nothing else to do.

Loca-Pass and avance loca-pass Not a CAF aid, but from Action Logement: interest-free advance for the security deposit (max €1,200). Apply on actionlogement.fr before signing the lease.

Prime d'activité (Activity Bonus) For low-income workers (working students, young part-time permanent contract holders). €30–€200/month depending on income. Apply in your CAF space.

RSA Jeune (Young People's Minimum Income) Reserved for under-25s who have worked 2 years out of the last 3. Rarely applicable to newcomers — check your eligibility before applying.


Step 7 — Common pitfalls

🚨 Rent paid in cash or without a receipt The CAF requires proof of payment. If you rent from an individual who says "pay cash, no problem," refuse: without a written receipt stating the amount and month, your file will be blocked.

🚨 Lease in parents' name, not yours If the lease is in Dad's name and he pays from abroad, you are not considered a tenant by CAF standards. Either the lease is in your name, or you have a shared housing addendum, or no APL.

🚨 Undeclared subletting Do not pay rent to someone illegally subletting (main tenant without landlord consent). The CAF checks, and you will lose APL + be held jointly liable.

🚨 Forgetting to report changes Moving, end of studies, start of salaried work, roommate leaving: must be reported within the month. Otherwise, CAF overpayment (indu) occurs (money paid in excess must be repaid, sometimes €1,000+).

🚨 Seasonal lease (Airbnb, short-term rental) Not eligible. You need a primary residence lease (Loi 89 or 9-month furnished student lease).
