The Reality Check — Your Foreign License Is Only Valid for One Year
If you move to France with a driver's license issued outside the EU/EEA, you can drive with your original license for one year from the date you receive your residence permit (or your date of entry for Europeans). After this period, you must either exchange it for a French license or retake the entire test (theory + practical).
And that’s where things get complicated quickly. France has signed exchange agreements with some countries, but not others. You could be Chinese and have to retake everything, Moroccan and get a direct exchange, or American and depend on the state where your license was issued. This guide tells you exactly where you stand.
Step 1 — Check if Your Country (or State) Is on the Exchange List
The rule depends on 2 factors:
- Your country/state of license issuance must appear on the list of states that have signed a reciprocity agreement with France.
- You must have obtained your license before the issuance of your residence permit (or before your first stay > 6 months in France).
The official list is updated annually in a decree from the Ministry of the Interior. At the time of writing this guide (2026):
Countries/States with an agreement (direct exchange possible) — excerpt, non-exhaustive:
- 🌍 Morocco, Tunisia, Algeria (under conditions), Senegal, Côte d'Ivoire, Benin, Cameroon, Gabon, Togo, Congo (Brazzaville).
- 🌏 Japan, South Korea, Singapore, Taiwan, Vietnam (since 2022).
- 🌎 United States: only certain states (South Carolina, Delaware, Florida, Illinois, Iowa, Kansas, Maryland, Massachusetts, Michigan, New Hampshire, Ohio, Pennsylvania, Virginia, etc. — the exact list varies). New York and California are not on the list.
- 🌎 Canada (most provinces), Brazil, Mexico.
- 🌍 Russia, Georgia, Turkey (under conditions).
Countries NOT listed (you must retake the full test):
- 🇨🇳 China (mainland) — no agreement. Hong Kong and Macao neither.
- 🇮🇳 India.
- 🇵🇰 Pakistan.
- 🇧🇩 Bangladesh.
- 🇳🇬 Nigeria.
- Most countries in South and Southeast Asia except Singapore, Korea, Japan.

Step 2 — If Your License Is Exchangeable: The ANEF Procedure
You have one year maximum after the issuance of your residence permit (or entry for Europeans) to submit your application. After this deadline, exchange is impossible → you must retake the test.
The procedure is 100% online at ants.gouv.fr (National Agency for Secure Titles):
- Create an ANTS account (or use FranceConnect).
- Select "Exchange of foreign driver's license".
- Upload the documents:
- Original license (front and back, high-quality scan).
- Certified translation of the license if not in French (list of translators on the website of the Court of Appeal of your department).
- ID document.
- Valid residence permit or receipt.
- Proof of address < 6 months old.
- 1 ANTS photo (e-photo possible).
- For Americans: proof of residence in the state at the time of obtaining the license (W-2, lease, utility bill).
- Receive a submission receipt by email — it serves as your license during processing.
- Processing time: 2 to 8 months, depending on the prefecture. You will receive your French license by tracked mail.
⚠️ During processing, you can continue to drive with your original license + the ANTS receipt. Keep both on you at all times.
Step 3 — Special Cases to Know
🇺🇸 American with a license renewed in France If your license was obtained in a non-listed state (California, New York), no exchange. If you moved to a listed state before arriving in France and your license was issued there, you can exchange — but you must prove your residence in that state (bills, lease, employer certificate).
🇩🇿 Algerian Algerian license is exchangeable, but the Franco-Algerian agreement imposes strict reciprocity: you must have obtained your license in Algeria, not in a third country. Procedure identical to the general process.
🇨🇳 Chinese No exchange agreement. You must retake theory + practical tests in France. Good news: your Chinese license allows you to drive for the first 12 months, so you have time to prepare.
International Permit The international permit is an official translation of your national license, valid only for the first 12 months in France. It does not replace the exchange — its main benefit is exempting you from certified translation if your country issues it.
Points-based license for young drivers If you exchange for a French license, you inherit the points capital corresponding to the seniority of your license (12 points if > 3 years, otherwise 6 with progressive increase). If you retake the test, you start with a probationary license of 6 points for 2-3 years.
Step 4 — If You Must Retake: Costs and Duration
For a Chinese, Indian, Pakistani, Bangladeshi, or any other unlisted nationality, it’s a full retake. Here are the real figures in 2026:
Theory Test (Code de la route)
- Registration at driving school: €30-60.
- Courses: included in the package or €15/hour.
- Exam: €30.
- Timeframe: 1 to 3 months of preparation.
Practical Driving Test
- Mandatory 20-hour package (legal minimum): €1,200-1,600 depending on city.
- Additional hours (very common): €50-65/hour.
- Practical exam: free, but "presentation" by the driving school costs ~€80.
- Timeframe: 3 to 9 months between registration and taking the exam.
Real total for a Category B license taken in France: €1,800 to €2,500, with an average timeframe of 6 to 12 months.
💡 If you already have driving experience, some driving schools offer an accelerated refresher course (20 hours over 2-3 weeks). For experienced profiles, this is significantly faster.
Step 5 — Common Pitfalls
🚨 Waiting more than a year to request the exchange Beyond 12 months after your residence permit, the exchange is definitively refused, even if your country is listed. You must retake the test. Start the process within the first 3 months.
🚨 Submitting a non-certified translation A translation done by a bilingual friend, or by a freelance translator not on the official list, is rejected. Official list: directory of certified translators.
🚨 Low-cost online driving schools Platforms like Ornikar, EnVoitureSimone are valid for the theory test but limit driving options to certain cities. If you live in a small town, check that an instructor is available before committing.
🚨 Driving after a year without exchange or retaking Offense. Fine of €15,000 + possible prison sentence, and the car may be seized. No tolerance from law enforcement, even for a "5-minute detour".
🚨 Believing a European license is valid for life If you are European (EU/EEA), your license is valid without formalities in France. BUT in case of loss, theft, or expiration, you must apply for a French license (not renewal in your home country, if you no longer reside there). Plan ahead.
