When receiving their residence permit, a foreigner must pay taxes via a fiscal stamp. The finance law for 2026 provides for an increase in the amount of these taxes starting May 1st. Service Public provides more information.

As part of acquiring a temporary residence permit, a multi-year residence permit, or a resident card, a foreigner wishing to reside in France must purchase a fiscal stamp. This purchase must be made when the residence permit application is accepted, for the issuance of the document.

Starting May 1, 2026, the amount of this fiscal stamp will be €350 for the first issuance of one of these residence permits, compared to €225 until now.

A reduced rate applies to residence permits issued for certain reasons, for example:

  • seasonal worker;

  • job search or business creation;

  • family reunification;

  • au pair.

Starting May 1st, this reduced rate for the fiscal stamp will be €150, compared to €75 currently.

The cost for renewing a residence permit also increases: the amount of the fiscal stamp is set at €250 starting May 1st, compared to €225 currently.

The reduced rate, which applies in the same situations as for a first issuance, is set at €100 starting May 1st, compared to €75 for now.

The amount of the fiscal stamp for obtaining a duplicate of a residence permit is similar to that requested for a first issuance of the document: starting May 1st, it will therefore be €350 for the normal rate, and €150 for the reduced rate.

When the residence permit application is accepted, the applicant is informed by SMS of the availability of this document allowing them to reside in French territory, and of the amount of taxes to be paid.

The fiscal stamp can be purchased at an authorized sales point or online.

A new tax for provisional residence permits

A tax is established for the issuance and renewal of a provisional residence permit (this document is issued, in particular, to foreigners volunteering in France, or who are parents of a seriously ill minor child). Its amount will be €100.

Two categories of people will be exempt from paying this tax:

Other changes regarding taxes charged to foreigners

Several other tariff provisions concerning foreigners will come into effect on May 1, 2026.

The fiscal stamp for applications for naturalization and reinstatement in French nationality, and for declarations of acquisition of nationality, will rise to €255, compared to €55 currently. In Guyana, the amount of this fiscal stamp is halved under provisions of the General Tax Code; it will therefore be €127.50, compared to €27.50 currently.

The regularization visa fee will be €300, of which €100 is non-refundable and due for the submission of the regularization application (compared to €200, of which €50 was non-refundable, until now). The regularization visa fee applies to foreigners who entered France irregularly or who do not hold a residence permit within the regulatory deadlines.

The amount of the tax for a long-stay visa equivalent to a residence permit or exempting from a residence permit is set at €300 starting May 1st, compared to €200 currently. A reduced rate is applied for certain statuses (seasonal worker, student, family reunification, job search or business creation, etc.). This reduced rate will be €100, compared to €50 currently.
