Economic Life Simplification Act
Fewer formalities for clearance sales and liquidation sales Published on June 10, 2026 - Entreprendre Service Public / Directorate of Legal and Administrative Information (Prime Minister's Office)
The Economic Life Simplification Act of May 26, 2026 introduced several measures to reduce the administrative burden on businesses. Among these, provisions have been enacted to eliminate certain formalities related to clearance sales and liquidation sales.

Clearance sales involve selling new and/or used goods in premises or locations not normally intended for public retail. Examples include flea markets or garage sales.
For this type of sale, the Simplification Act eliminates the requirement to file a prior declaration with the town hall of the municipality concerned.
It also removes this prior declaration requirement for liquidation sales (sales where a professional reduces prices on all or part of their stock to sell more quickly). Furthermore, the obligation to conduct an inventory of the goods being liquidated has also been abolished.
