Declaration of the origin of assets transferred via inheritance for merchants and artisans
To enhance transparency, the decree requires merchants or artisans who have acquired a business through inheritance to declare, upon their registration in the National Business Register (RNE): titleContent , the following information about the previous operator:

surname, usual name, pseudonym, first name(s), and unique identification number (if an individual);

company name and unique registration number (if a legal entity).
This information must also be provided in cases of acquisition or donation of a business.
New regime for the enforceability of share transfers in civil companies
To simplify administrative procedures, the decree of 30 April 2026 introduces a major change regarding the transfer of shares in civil companies (SCI, SCP, SEL...).
Previously, the enforceability of such transfers against third parties was conditional upon filing the deed of transfer.
Henceforth, the transfer of shares in a civil company is enforceable against third parties once the amended articles of association have been filed with the court registry. This procedure thus aligns with that used for commercial companies.
Sustainability: Reporting identification details of independent third-party bodies to the RNE
The decree also stipulates that companies appointing an independent third-party body to certify sustainability-related information must report this body's identification details to the RNE (and to the Trade and Companies Register (RCS) where applicable).
Protection of directors: Only mandatory personal data for individuals needs to be provided
To protect directors' personal data, legal entities may now simply file copies of documents where identity and address information for individuals is limited to mandatory data only (surname, usual name, pseudonym, first names, month and year of birth, and municipality of residence).
This provision applies to constitutive and amending documents of legal entities headquartered in France.
