Solidarity Health Coverage (C2S) provides assistance with health expenses for individuals with low income. Since July 1st, the procedures to obtain it have been simplified, under certain conditions, for recipients of two benefits: the Specific Solidarity Allowance (ASS) and the Youth Engagement Contract Allowance (ACEJ). Solidarity Health Coverage (C2S) is a health coverage similar to a health insurance plan. It is intended for individuals with low income. It covers the complementary part of your health expenses (not reimbursed by the Health Insurance) to limit your out-of-pocket costs.
You may be eligible for C2S if your income does not exceed a certain amount. It can be free or paid based on your income level. Eligibility thresholds are determined based on your income and the number of people in your household.
What has changed since July 1, 2026? The 2024 Health Insurance Financing Law and its Article 45 provided for a presumption of entitlement to paid C2S for certain recipients of social benefits. The presumption of entitlement allows you to apply for C2S without having to declare your income, and to benefit from automatic annual renewal.
This simplification of attribution and renewal of entitlement aims to facilitate access to healthcare and combat non-use of C2S. It had already been implemented, under certain conditions, for recipients of certain benefits: Additional Disability Allowance (ADI), Solidarity Allowance for the Elderly (ASPA), and Disability Allowance for Adults (AAH).
Since July 1, 2026, the presumption of entitlement to paid C2S has been extended, under certain conditions, to recipients of two new benefits: the Specific Solidarity Allowance (ASS) and the Youth Engagement Contract Allowance (ACEJ).
Who is eligible? The following recipients may be eligible for paid C2S without declaring their income, provided they meet the following conditions:

ASS recipient: if you live alone without dependent children.

ACEJ recipient: if your household is not taxable, or if you are attached to a non-taxable household.
As long as these conditions are met, the right to paid C2S is automatically renewed each year, without additional procedures.
Free C2S is automatically granted to all recipients of the Active Solidarity Income (RSA), unless they object.
If you are unsure about your eligibility, you can perform an online simulation, but also apply for C2S so that your file can be thoroughly reviewed by your health insurance fund.
