Changes in retirement bonuses linked to children Published August 18, 2026 - Service Public / Legal and Administrative Information Department (Prime Minister)
Two decrees published in the Official Journal on July 31, 2026 introduce several major changes to the pension calculation rules for parents based on their children. They aim in particular to reduce inequalities in access to early retirement for long careers between women and men. Service Public tells you what's changing.

These 2 decrees are taken in application of Article 104 of the 2026 Social Security Financing Law. This article modifies the conditions for taking into account certain periods treated as contribution periods for early retirement for long careers.
What's changing for beneficiaries of bonuses or increases in insurance period based on children
1/ The number of years taken into account to establish the average salary, average income or average number of annual points used to calculate the retirement pension, previously set at 25, is reduced for schemes calculating pensions based on best income years (general social security scheme, agricultural mutual society – MSA, social scheme for the self-employed – RSI). It changes to:

24 years when insured persons benefit from an increase or bonus for 1 child only;
-
23 years when insured persons benefit from an increase or bonus for at least 2 children.
2/ A bonus of 1 quarter for women who gave birth from January 1, 2004 and after their recruitment in the civil service or as workers in state industrial facilities.
3/ Bonuses or increases in insurance period awarded for children are taken into account in the period considered as contribution, necessary for early retirement for long careers.
Those affected by these changes are: insured persons in the general scheme, civil service scheme, liberal professions scheme, lawyers' scheme, agricultural employees' and self-employed schemes, and the retirement scheme applicable to Saint-Pierre-et-Miquelon.
A contribution quarter is earned when one carries out an activity. A treated contribution quarter allows validation of quarters corresponding to certain non-working periods (periods of illness, workplace accident or occupational disease, maternity, unemployment, etc.).
These decrees entered into force on August 1, 2026, but most of the provisions will only apply to retirement pensions taking effect from September 1, 2026 (including the integration of child quarters, the reduction in the number of years for average annual income and the bonus for civil servants and workers in state industrial facilities).
