Civil Service: Volunteers Can Strengthen Emergency Missions During Major Crises Published on August 7, 2026 - Service Public / Direction of Legal and Administrative Information (Prime Minister)
The decree of July 9, 2026 creates an exceptional leave for civil service volunteers. Service Public presents the conditions for obtaining it.

Since July 11, people voluntarily engaged in a civil service contract can take an exceptional leave to temporarily participate in general interest missions organized to respond to major crisis situations.
Who Can Benefit from This Exceptional Leave?
Anyone already engaged in civil service, that is, a young person (aged 16 to 25, and up to 30 in case of disability) in a mission of general interest serving the community, for a fixed term of 6 to 12 months and benefiting from compensation.
In What Situations Can This Leave Be Requested?
The leave allows participation in general interest missions organized in response to a natural disaster (for example: heat wave, major fire or flood, pandemic...).
The volunteer must be assigned to specific missions aimed at:

protecting populations;

supplying essential goods;
-
meeting the nation's priority needs;
-
preserving the environment.
What Is the Duration of This Leave?
Anyone already engaged in civil service can request an exceptional leave of one week, renewable up to one month.
The time spent by the volunteer in their emergency mission counts as regular civil service time. This period is taken into account in the duration of their engagement. The initial contract is therefore neither suspended nor extended.
How to Request This Leave?
The volunteer must:

submit a written request to the organization within which they are carrying out their civil service contract;

provide a justification from the organization to which they intend to commit during this leave period, specifying the duration of their absence and the nature of the mission performed.
The organization within which the volunteer is carrying out their civil service contract has 2 working days to respond. In the absence of a response within this period, the agreement is deemed to be granted.
Who Is Responsible for Paying the Volunteer's Compensation?
The organization to which the volunteer commits during their exceptional leave must pay their compensation for the duration of the emergency mission.
