Since August 7, 2026, a new regulation applies to users of motorized personal mobility devices (EDPM) circulating in Paris and the departments of the small ring. Who is Affected?
This measure applies to drivers of the following motorized personal mobility devices (EDPM):
-
electric scooters;
-
light motorized bicycles.
The regulation applies to Paris as well as in the Hauts-de-Seine, Seine-Saint-Denis, and Val-de-Marne departments.
National regulations already provide rules for EDPM traffic, including the obligation to use bike lanes and paths when available in urban areas.
What are the New Obligations?
The prefectural decree now adds two new individual protection requirements:
-
the use of a helmet;
-
the use of a high-visibility vest or any reflective equipment that allows the user to be seen by other road users.
The use of a helmet and reflective equipment is already mandatory in several departments, such as Seine-et-Marne, Alpes-Maritimes, and Yonne. In Vaucluse, the prefectural decree only requires the use of a helmet.
What are the Penalties for Non-Compliance?
According to the prefect of police decree applicable in Paris and the departments of Hauts-de-Seine, Seine-Saint-Denis, and Val-de-Marne, non-compliance is punished:
-
with a fixed fine of €135 for not wearing a helmet;
-
with a fine of €35 for not wearing reflective equipment.
These obligations apply at all times, day and night, for any public road circulation.
