The 2026 Finance Act changes the eligibility conditions for certain training courses under the personal training account (CPF) and the ways in which you can use your rights. Service Public explains.

Article 203 of the 2026 Finance Act introduced caps on CPF use.
The implementing decree, in force since February 26, 2026, sets the following thresholds:

€1,500 for certifications and accreditations registered in the specific directory (including certifications and accreditations that supplement those in the RNCP: titleContent ), such as the TOEIC, for example. The CléA certification (core knowledge and professional skills) is not covered by this cap;

€1,600 for “skills assessment” training courses (which allow you to take stock of your skills, define your needs, and establish a career plan). In addition, for these courses to be funded by the CPF, you must now not have received funding for a skills assessment in the past 5 years;
-
€900 for preparation for the theoretical and practical tests for light vehicle categories: titleContent (Licenses A1, A2, B, B1, BE).
If these caps are exceeded, the remaining amount will be covered by the beneficiary or by a third-party funder (your employer if you are an employee, the State, the region, a skills operator - Opco...).
Since February 21, 2026, new eligibility rules have governed the use of the CPF for preparation for the theoretical and practical driving test exams.
